In which stage are the different parties involved?

I believe that if a website is a garden (see Websites as gardens), all the involved parties are also gardeners, and although it might not be economically feasible to have everyone involved throughout the whole process, everyone should be involved as soon as possible.

Different gardeners have different skills

The garden will soon grow, and require gardeners with skills specific to certain stages of the process.
